Preheat oven to 400°F (200°C). Place whole red peppers on a baking sheet and roast for 30-40 minutes, turning occasionally, until skins are charred and blistered. Remove and let cool. Peel off skins, remove seeds and membranes, chop peppers into small pieces and set aside.

Heat vegetable or chicken broth over low heat in a separate pot and keep warm.

In a large pan, heat olive oil and butter over medium heat. Add chopped onion and garlic and sauté until onion is translucent and fragrant, about 5 minutes.

Add Arborio rice to the pan and stir to coat grains with oil and butter. Toast rice for 2 minutes until edges start to turn translucent.

Pour in white wine and stir until absorbed by the rice.

Add warm broth one ladleful at a time to the rice mixture, stirring frequently. Allow rice to absorb broth before adding more. Continue until rice is creamy and al dente, about 18-20 minutes. You may not need all the broth.
